Hastings Utilities operates five distinctly different utility departments. Each department electric, natural gas, water, sanitary sewer, and street lights are operated on a cost of service basis, each department independent from the others. Additionally, each department is operated on a not-for-profit basis. None of the various departments receive any tax revenues. The cost of service for each department reflects the costs for providing that particular service. Therefore, while some rates may remain unchanged, others can decrease or increase based on a particular department's needs.
The following rate schedules apply only to residential customers. Please call Hastings Utilities at 463-1371 for information on commercial and industrial rates.

Electric Rates:

RS-U. Residential Service - Urban

Availability:
At any location within the corporate limits of Hastings and Juniata in accordance with the service policies of the Utilities Department.

Application:
To residential customers in single family dwelling units when all electric service supplied to the dwelling unit is for household purposes and is measured through one meter. If a portion of the electric service supplied to a dwelling unit is used for nonresidential purposes, and the customer can arrange wiring in such a manner that the electric service for residential purposes and non-residential purposes can be metered separately, this rate schedule is applicable to the portion used for residential purposes.

RS-R Residential and Farm Service, Single Phase -Rural

Availability:
At any location within the Department's service area and without the corporate limits of Hastings and Juniata in accordance with the service policies of the Utilities Department.

Application:
Single phase service to single family dwelling units including adjacent farm buildings and farm uses, except for irrigation pumping motors larger than 7-1/2 horsepower, where service is supplied at one point of delivery and measured with one meter. Where two or more family units are supplied through one meter, billing will be under the applicable General Service Schedule. If a portion of the electric service supplied is used for non-domestic or non-farm purposes and the customer can arrange wiring in such a manner that the electric service for domestic and associated farm uses can be metered separately, this schedule is applicable to the portion used for the domestic and farm purposes.

FA-2. Fuel Adjustment Charge:
All retail electric sales are subject to the application of a “Fuel Adjustment Charge”. Said adjustment shall be made when deemed appropriate by Hastings Utilities and shall be determined as follows:

Fuel costs for generation and purchased power costs shall be calculated for each month, summer and winter seasons, or as otherwise deemed appropriate by Hastings Utilities to reflect changes in the cost of power above the Base Fuel Cost. For any period when the Base Fuel Cost is exceeded, the energy charge for bills issued shall be increased by an adjustment amount per kilowatt-hour of sales equal to the difference between the actual fuel cost incurred per kilowatt-hour, less the Base Fuel Cost, multiplied by the Loss/conversion ratio, rounded to the nearest tenth of a mill.

The Base Fuel Cost for purposes of this calculation shall be $0.0100 per kWh.

1. Fuel costs shall be the cost of:

A. Fossil fuel consumed in the utility’s own plants, and the utility’s share of fossil fuel Consumed in jointly owned or leased plants; plus
B. The net energy cost of energy purchases, including but not limited to charges for WAPA Purchases, economy energy purchases, replacement energy purchases during plant outages, both     scheduled and unscheduled, and other charges that may result from
Power purchases; less all fuel costs associated with wholesale power sales.

BTU Adjustment:
All retail gas sales are subject to a monthly Btu adjustment based upon the average monthly Btu content of the purchased and produced gas. The adjustment shall be calculated as follows:
Btu Adjusted Sales = Metered ccf Sales * (Average Btu Content) / 945 Btu
 

Purchased Gas Adjustment (PGA):
All retail gas sales are subject to the application of a "Purchase Gas Adjustment" (PGA). Said adjustment shall be made when deemed appropriate by Hastings Utilities and shall be determined as follows:

Purchased and produced gas costs shall be calculated for each month, summer and winter seasons, or as otherwise deemed appropriate by Hastings Utilities, to reflect changes in the cost of gas above the Base Cost. For these purposes, the "Cost of Gas" shall mean the total cost, including all transportation, demand, commodity, fuel and other supply related charges. Said calculations and adjustments shall be made and become effective with the first billing of each month, season or as Hastings Utilities otherwise deems necessary to fully recover additional gas supply costs. Costs for the subsequent period shall reflect the cost(s) as may be reasonably anticipated, plus or minus any corrective adjustments from the previous period.

The Base Gas Supply Costs for the tariffs presently in effect are $2.702 and $3.111 per mcf for the summer and winter seasons, respectively.

Allocation of Seasonal Costs:
Costs incurred because of winter season usage may be charged to winter season sales, irrespective of the month or season in which the costs are due and payable. The example, the demand charges associated with No-Notice Service may be received on a monthly basis, however, the pro rata share of those costs shall be included in the winter season cost of gas calculations. The pro ration shall be based upon the firm summer/winter peak day demands.

Purchase Gas Adjustment Calculations:
The actual or estimated production costs, including any corrective adjustments from the previous period, shall be the basis for the PGA. The Base Gas Supply Cost shall then be subtracted from this number and the result multiplied by the Loss/Conversion ratio. The PGA adjustment shall be multiplied times the appropriate monthly customer usage to determine the monthly billing adjustment.

*The monthly sewer rate for the twelve months following April 1 of each year is based on the average water consumption during the preceding months of December, January and February for that property. Until a consumption history is properly established for the previously unoccupied residential properties,  The monthly charge shall be Fourteen Dollars and Thirty-Four Cents ($14.34) per month. which is based on a typical residential consumption of 600 cf.


S-2 SEWER RATE SCHEDULE – SUBURBAN

Applicability:
Applicable to all residential, commercial and industrial users outside the corporate limits of the City of Hastings except the CMS area.

Street Light Rates:

SLDS. Street Lighting Department Service

Availability:
At any location within the corporate limits of Hastings, Nebraska in accordance with the service policies of the Utilities Department.

Application:
To Utilities Department Electric Accounts within the City of Hastings.

Monthly Rate:
The Utilities Department shall bill each Utilities Department Electric Account within the City a monthly charge for lighting service provided by the Street Lighting Department based upon application of the following formula.

                    B ± C + D
                    A=12 x N
   where,

            A = Monthly charge expressed as $ per month.  This charge shall be reviewed for
                   reasonableness and appropriate cost recovery annually and shall apply to bills
                   rendered for the 12 months beginning each January 1.

            B = The total budget of the Street Lighting Department approved by City Council for the
                   next fiscal year expressed as $.  Such budget shall include all estimated expenditures
                   for Operating Expenditures and Capital Improvements.  Operating Expenditures shall 
                   include:

 · Operation and Maintenance
· Delivered Power Cost
· Outside Services
· Administrative Charges

            C = Projected accumulated surplus or deficient cash balance between actual revenues     
       collected under rate schedule SLDS and the projected Operating Expenditures and
      Capital Improvement of the Street Lighting Department for the current year ending
       December 31.

                                                  D = Reserve amount as determined by the Board of Public Works       

            N = The number of Utilities Department Electric Accounts within the City as of August
        31 of the current year.


Street Lighting Ownership Credit:
For Utilities Department Electric Accounts that serve customer-owned street lighting located in City right-of-way, a monthly credit of $1.00 per lamp served by the account shall apply.

Utilities Department Electric Account:
Utilities Department Electric Account is defined as each physical location with a specific city address which is served by one or more electrically metered services for which a Utilities Department bill is rendered.

Accounting:
The Utilities Department shall account separately for all revenues, operating expenses, and capital expenditures of the Street Lighting Department.
